In Kamchatka, Russia, preparations have begun for possible drone attacks
Authorities in Russia’s Kamchatka Krai have begun deploying infrastructure to respond to potential drone attacks. The region is located approximately 7,000 km from Ukraine.
In accordance with orders from the Russian government, the administration of the Kamchatka Krai governor has been authorized to oversee the operations of the regional segment of the Unified National Center’s operational headquarters.
This headquarters is tasked with coordinating the response to threats of drone attacks within the region.
At the same time, journalists note that the decree itself does not provide for the creation of a separate regional segment of the headquarters. The document merely assigns the function of ensuring its operation to the governor’s administration. Journalists have not found a separate decision on the creation of such a segment in the public domain.
A week before the relevant resolution was adopted, Kamchatka Krai Governor Vladimir Solodov visited the Tula Oblast. There, he examined the system for protecting civilian infrastructure from drones.
Following this, the Kamchatka authorities announced the purchase of radar equipment manufactured in the Tula Region. They plan to use it to protect energy facilities and the fuel complex from potential UAV attacks.
At the time, the governor’s administration explained the need for such measures as follows:
“Kamchatka is a strategically important region where readiness to respond to any threats and emergencies must be ensured.”
Similar regional components of the response system are already operational in other regions of Russia. They involve identifying a list of facilities that require protection from drones and equipping them with systems to detect and counter UAVs.
In addition, such a system is designed to coordinate the efforts of government agencies and emergency services in the event of a drone threat or attack.
The emergence of this infrastructure in Kamchatka is drawing attention due to the region’s considerable distance from Ukraine—approximately 7,000 km. At the same time, Russian authorities directly link the procurement of equipment and the organization of the response system to the need to prepare for possible UAV attacks.

On the night of September 28, drones attacked the Pavlovsk oil depot of “Lukoil-Yugnaftoprodukt” in the Krasnodar Krai of the Russian Federation. The facility has a transshipment capacity of up to 150,000 metric tons of petroleum products per year.
As a reminder, the Ukrainian Defense Forces damaged five workshops at a military plant in Russia.
On the night of September 26, the Ukrainian Defense Forces struck a number of key facilities in Russia that support the Russian military machine. Among them were the Azov Optical-Mechanical Plant in the Rostov Region and the “Ilsky” oil refinery in the Krasnodar Krai.
As a reminder, the Perm oil refinery in Russia ceased operations following an attack by Ukrainian drones on September 25. According to Reuters, a fire broke out at the facility, and pipelines, storage tanks, and processing units were damaged. It is not yet known when the refinery will be able to resume operations.
