Russia is using the explosion in Monaco to accuse Ukraine of state terrorism
Russian propaganda circulated about 150 posts alleging Ukraine’s “state terrorism” following the explosion in Monaco that injured businessman Vadim Yermolayev. Meanwhile, the Monaco prosecutor’s office has classified the incident as an attempted murder, not a terrorist attack.
As part of this campaign, Russian propaganda categorically places the blame on the SBU and the Ukrainian government. Yesterday, June 30, approximately 150 posts alleging “state terrorism” by Ukraine were recorded.
The main narratives of the campaign are as follows:
- Ukraine is a threat to the security of European citizens;
- Ukrainian migrants are a “potential risk”;
- supporting Ukraine is dangerous.
The goal of this campaign is to portray Ukraine as a “terrorist state” that allegedly carries out violent acts on EU territory. Separately, Russian propagandists are using the incident to pressure European governments to reduce military and financial aid to Kyiv.

The Ukrainian Ministry of Foreign Affairs and the Ukrainian Embassy in France are working to identify the three victims of the high-profile explosion in Monaco, who, according to media reports, were Ukrainian businessman Vadym Yermolayev—who is subject to sanctions—and his relatives.
