Russia is licensing the power units of the occupied Zaporizhzhia Nuclear Power Plant and integrating the plant into its own nuclear power system
Russia continues to legally incorporate the temporarily occupied Zaporizhzhia Nuclear Power Plant into its own nuclear power system, having already issued Russian operating licenses for two power units and initiated the relevant procedure for Power Unit No. 6.
According to Petro Andriushchenko, head of the Center for the Study of the Occupation, the so-called director of the occupied plant, Yuriy Chernichuk, announced the licensing process. Russia’s Federal Service for Ecological, Technological, and Nuclear Supervision (Rostekhnadzor) had previously issued operating licenses for Power Unit No. 1 in December 2025 and Power Unit No. 2 in February, even though the plant’s power units have been in a cold shutdown state for more than three and a half years.
In addition, the occupation authorities have for the first time openly acknowledged logistical problems, noting that the transportation of goods and personnel is extremely difficult, and that food shortages are occurring in occupied Energodar due to damage to the commercial infrastructure.
