During the massive attack on Kyiv on the night of May 24, Russia reportedly targeted the building of the State Emergency Service’s Main Directorate in Kyiv Oblast. The building housed the operations and coordination center and the server room, which support the “101” emergency hotline and the “112” system.

This is stated in a post on the State Emergency Service website.

 

Andriy Danik, head of the State Emergency Service, provided details of the strike at the scene—in Kyiv’s Shevchenkivskyi district, near a five-story building where three people were killed that night—during a meeting with an American delegation.

“They targeted the State Emergency Service headquarters. They wanted to shut down the ‘101’ line. Unfortunately, rescuers are now a priority target for the Russians,” Danik emphasized.

At the time of the strike, the building was staffed primarily by women. Despite the destruction, dispatchers and communications personnel quickly took cover and continued working without interruption.

The U.S. side at the meeting was represented by Senator Richard Blumenthal, Representative Jim Himes, and U.S. Chargé d’Affaires Julie Davis.

Danyk briefed the guests on the progress of rescue operations following the massive strike—searching for people under the rubble and clearing debris in all affected areas of the capital. He also thanked American partners for their technical and financial support and emphasized the importance of strengthening air defense.

“It is important for us: the more we shoot down in the air, the less we have to clear on the ground. Thank you for supporting us and seeing with your own eyes what is happening here,” said the head of the State Emergency Service.

In the Shevchenkivskyi district of Kyiv, a business center was hit following a massive nighttime attack by Russia. Preliminary reports indicate that people may be trapped inside the shelter.
