Russian attacks on businesses could cost the budget ₴70 billion — Koretsky
On September 12, Prime Minister Serhiy Koretskyi stated that due to Russian attacks on businesses, Ukraine’s budget could lose approximately ₴70 billion in tax revenue.
Serhiy Koretskyi made this remark during a conversation with Zennie Minton Beddoes, editor-in-chief of The Economist, at the YES–2026 meeting.
“About ₴70 billion in tax revenue may not reach the budget due to Russian attacks on businesses. This is an estimate as of early September. The attacks continue daily, and this figure may increase,” the Prime Minister noted.
According to him, the government is taking a number of support measures.
“We have conducted a comprehensive audit of the premises of the State Property Fund, state-owned enterprises, and ministries—we are offering businesses the opportunity to use these warehouse and production spaces. We are preparing to decentralize logistics, following the example of the energy sector; there is a plan with retailers and logistics companies to implement this. We are negotiating with neighboring countries to establish a flexible, fast border-crossing system,” Koretskyi said.
At the same time, the Cabinet of Ministers plans to allocate a separate budget line item, tentatively in the amount of $1 billion, for insuring against war risks. According to Koretsky, the government expects international partners to multiply this amount.
“The goal is to create a reserve that will cover 40–50% of losses from attacks. The key is to have the simplest possible procedure and a rapid response,” the head of government emphasized.
Earlier, Koretskyi stated that Ukraine is better prepared for winter.
As a reminder, part of the Rivne region was left without electricity due to Russian shelling.
Prior to that, the Russians struck a passenger train at the Lutsk train station.
Also overnight, the Russians fired Kalibr missiles at a high-rise building in Odesa.
In the Black Sea near Odesa, two Azerbaijani sailors were killed on September 9 as a result of a drone attack on the Somali-flagged tugboat TEDY.
In Odesa, a Russian attack on September 10 damaged the warehouse buildings of a volunteer organization where humanitarian aid and essential supplies were stored.
