The SBU has charged a Russian rear admiral in connection with the Kalibr missile strike on the Prydniprovska Thermal Power Plant
The Security Service of Ukraine has formally charged Russian Rear Admiral Vladimir Kuzmin in absentia; according to the investigation, he ordered a missile strike on the Prydniprovska Thermal Power Plant.
This was reported by the SBU.
According to law enforcement officials, in the fall of 2022, Kuzmin, who was then commanding the 30th Division of Surface Ships of the Russian Black Sea Fleet, organized the launch of Kalibr-NK cruise missiles.
The strike was carried out from the frigate “Admiral Makarov,” which was in the Black Sea.
The investigation established that the main objective of the attack was to cut off power to a significant portion of the frontline Dnipro region and to damage civilian infrastructure, including residential buildings, schools, and hospitals.
Following this attack, the Russian leadership promoted Kuzmin to the rank of rear admiral.
He is charged with committing a war crime, and proceedings are underway to bring him to justice.

The SBU also detained a Russian agent who guided airstrikes on Sloviansk.
