Sibiga explained the Netherlands' decision to host the Special Tribunal in its entirety
The Dutch government has decided not only to host the preparatory stages of the Special Tribunal on the Crime of Aggression against Ukraine on its territory, but also to ensure its full operational capacity.
This was announced by Foreign Minister Andriy Sibiga, who emphasized the importance of this step in holding the aggressor accountable.
According to the deployment plan, the institution will go through several stages, from preparatory teams and a “core” staff to a fully functional judicial body.
In the initial stages, the foundation of the institution will be laid in The Hague: judges will be selected, a registrar will be appointed, staff will be recruited, and the necessary procedural documentation will be finalized.
Once the preparatory period is complete, the tribunal will move to the second phase, which involves the direct administration of justice.
At this stage, the institution will begin conducting investigations, filing indictments, holding trials, and handing down verdicts regarding the crime of aggression committed against Ukraine.
For the tribunal to function effectively, all key bodies must be fully established, and appropriate facilities and a reliable security infrastructure must be provided.
In addition, mechanisms for international cooperation are being developed to enable the court to exercise its jurisdiction within the global legal framework.
According to the Foreign Minister, the decision carries profound strategic significance for the entire democratic world.
It is a clear signal that the international community is moving from discussing the concept of accountability to creating an effective instrument that will ensure the punishment of the guilty in practice.
“This decision goes far beyond an organizational issue. It demonstrates the international community’s readiness to move from supporting the very idea of accountability to creating an institution that will ensure it in practice,” Sibiga stated.
