Defense Forces Struck Two Key Russian Oil Refineries — General Staff
On the evening of September 21 and into the night of September 22, 2026, units of the Ukrainian Defense Forces struck two key facilities in Russia’s oil refining industry—the “Bashneft-UNPZ” in Bashkortostan and the Kuibyshev Oil Refinery in the Samara Region. Fires were reported at both facilities.
In Ufa, the capital of the Republic of Bashkortostan, the “Bashneft-UNPZ” oil refinery was struck. Its refining capacity is approximately 7.5 million metric tons of crude oil per year. The facility performs deep refining of crude oil and produces gasoline, diesel and boiler fuel, liquefied gases, sulfur, and other petroleum products.
The Kuibyshev Oil Refinery in Samara was also struck. A fire was reported on the refinery’s premises following the strike.
The Kuibyshev Oil Refinery is one of the largest oil refineries in the Samara Group and is part of the Russian oil company Rosneft. The refinery has a capacity of approximately 7 million metric tons of crude oil per year. The facility produces gasoline, diesel fuel, fuel oil, and more than 30 other types of petroleum products.
According to the Defense Forces, the products of both refineries are used to meet the needs of the Russian army.
The Defense Forces described the strikes on these facilities as Ukraine’s exercise of its right to self-defense in accordance with Article 51 of the UN Charter. The General Staff noted that the strikes are aimed at reducing Russia’s military and economic potential.
In the Kherson region, 15 Russian officers were killed following a strike on FSB facilities.
Earlier, the former mayor of Belgorod, who had gone to fight after being convicted of bribery, was eliminated.
As of September 22, 2026, the Ukrainian military had eliminated 1,230 Russian occupiers over the past 24 hours. The General Staff of the Armed Forces of Ukraine updated the data on Russian troop losses.
Over the past 24 hours, 197 combat engagements took place on the front lines. The Pokrovsk sector remains the most active, where the Ukrainian Defense Forces repelled 23 attacks by Russian troops, and the enemy lost more than 50 occupiers.
