The State Duma cynically explained why Russia won't strike Bankova Street

Andrey Kartapolov, chairman of the Russian State Duma’s Defense Committee, stated that the buildings of the Verkhovna Rada and the Office of the President of Ukraine are not considered by the Russian military leadership to be the primary “decision-making centers” for the strikes announced by the Russian Foreign Ministry. 

This is reported by Russian propaganda outlets, citing Kartapolov’s interview with “Parliamentary Gazette.”

The Russian lawmaker cynically called these state institutions “empty spaces,” arguing that Ukrainian parliamentarians do not directly command the troops, and that Volodymyr Zelenskyy is allegedly in a bunker rather than in his Office. 

According to the representative of the aggressor country, the real targets for future strikes by the occupiers are the deep-buried and well-fortified command posts of the Armed Forces of Ukraine, their military branches, and other security or state structures. Kartapolov emphasized that such facilities are not located in the center of Kyiv, and the Russian army’s task is to identify and destroy them. Responding to a question regarding the possible elimination of Ukrainian President Volodymyr Zelenskyy, the deputy noted that making such a decision falls exclusively within the authority of Russian Federation Supreme Commander-in-Chief Vladimir Putin.

Kartapolov also openly acknowledged that the missile terror and systematic strikes on Ukrainian cities will continue until the Kremlin sees “changes in the official position of Ukraine’s leadership” and the unconditional acceptance of the conditions put forward by Moscow. At the same time, the actual actions of Russian troops demonstrate that their “decision-making centers” are residential buildings, shopping centers, museums, metro stations, and other civilian infrastructure facilities, which are being destroyed daily as a result of enemy attacks. An additional backdrop to such aggressive statements is information in the international media that Putin himself has significantly tightened his own security protocols due to growing fears of a coup or assassination attempt.

The aggressor state, the Russian Federation, will continue to strike Kyiv, which the Russians traditionally refer to as retaliatory strikes. 

The Russian Foreign Ministry has announced its intention to launch “systemic strikes” on Kyiv, claiming that the targets will allegedly be facilities involved in the development, production, and use of Ukrainian drones.
