Position of the Russian regulator
ICAO is a UN agency that regulates civil aviation and sets standards in this field. Ukraine's appeal concerned an assessment of the safety of Russian airspace for civil aviation.
The aviation regulator of the Russian Federation, an aggressor state, called the Ukrainian warnings illegitimate and invalid. This is the position of the Russian agency, while ICAO had not commented on the content of Ukraine's notification at the time of publication.
