Ukraine rejects “meaningless” security guarantees from the U.S. — ambassador Hetmanchuk
Ukraine’s NATO ambassador, Alona Hetmanchuk, stated that Kyiv will not accept U.S. proposals that lack real enforceability.
She told The Telegraph that, after painful experiences with past agreements, Ukrainians are skeptical of any “security guarantees.”
The Trump administration reportedly linked security commitments to Ukraine agreeing to a peace deal, which could include concessions on Donbas. Sources told The Telegraph that Washington signals guarantees would only come after territorial compromises.
Hetmanchuk emphasized that new proposals must not repeat the mistakes of the Budapest Memorandum, where promises proved empty.
Negotiations in Abu Dhabi between Ukraine, the U.S., and Russia failed to resolve key disputes. While the U.S. is pushing to accelerate the process, Kyiv insists on legally binding guarantees with real deterrence against aggression.
European partners are reportedly concerned that a U.S. refusal could be used as leverage over Ukraine.
The U.S. links security guarantees for Ukraine with a potential peace deal with Russia and has issued Ukraine an ultimatum regarding these guarantees.
