"In the Russian cyberspace, one can only be worn down," says the head of the State Special Communications Service

At the Cyber Commanders Forum, held as part of the CyCon conference in Tallinn, the head of the State Special Communications Service, Major General Oleksandr Potii, presented his vision of the role of cyberspace in modern conflicts and the international security system. 

This was reported by the agency’s press service.

According to Potii, Ukraine’s experience shows that the cyber component is integrated into all stages of military operations—from reconnaissance to assessing the consequences of strikes.

He noted that by 2026, no operation will be planned without cyber activities accompanying combat operations.

The head of the State Special Communications Service emphasized that the concept of “cyberweapons on the shelf” is flawed, as it is impossible to stockpile capabilities in this sphere in advance.

“Cyberweapons are not tools or exploits, but people and their experience, which is formed only in real campaigns, he noted.

Potii emphasized that Russian cyber forces are systematically targeting Ukraine, as well as EU and NATO countries, and that these attacks are ongoing.

He also stated that it is impossible to contain Russia solely through defense in cyberspace.

“It can only be exhausted,” Potii said, emphasizing the need to make such campaigns too costly for Russia.

As a reminder, Russian hackers hacked the accounts of real users on the social network Bluesky and published disinformation on their behalf.

Recall that the Russian hacking group Fancy Bear, which is linked to Russian military intelligence, hacked more than 280 email accounts of government and military institutions in NATO countries and the Balkans.

Prior to this, hackers gained access to data from the booking site Booking.com, the company reported. The attackers were able to obtain information about customer bookings, and some users received emails on Sunday notifying them of a possible data breach.
