In occupied Mariupol, the Russians are preparing for a new phase of the illegal allocation of housing
In the temporarily occupied city of Mariupol, the Russian occupation administration plans to carry out the third phase of the illegal “distribution” of local residents’ apartments in September. This involves housing that the occupiers had previously declared “ownerless.”
The invaders have included such properties in the so-called municipal housing fund. Afterward, they plan to transfer the apartments to other individuals as part of the housing “distribution” organized by the occupying authorities.
It is unknown how many apartments are planned to be distributed
The occupation administration has announced the next phase of housing distribution for September. The number of apartments involved has not yet been disclosed.
Anton Koltsov, head of the city’s occupation administration, claims that nearly 90% of the people who have already been assigned addresses for so-called “compensation apartments” have applied to formalize their tenancy.
Another 10% or so are “problematic addresses.” The occupiers have not explained what exactly they mean by this term.
At the same time, Mariupol residents have previously complained that the apartments offered to them are unfit for habitation. According to the Center for the Study of the Occupation, about 1,200 Mariupol residents have refused the compensation housing due to its condition.
In the previous phase, more than 3,300 addresses were added to the list
The occupiers announced the second stage of the illegal “distribution” of housing in July. At that time, 3,334 addresses were included in the published list.
Ukrainian authorities emphasize that the occupying administration’s actions regarding the property of Mariupol residents are illegal.

The Russians have begun actively buying up housing in the devastated city of Mariupol.
The Russian occupation authorities in Mariupol have added approximately 25,000 apartments and private homes to the lists of so-called “ownerless” housing, which they plan to transfer to municipal ownership. Property owners have been given until July 1, 2026, to confirm their rights to the housing.
