The Verkhovna Rada will approve a peace agreement but will not take part in negotiations
The Verkhovna Rada of Ukraine is not obliged to be involved in the peace negotiation process, as this falls within the exclusive competence of the President of Ukraine.
This was stated by Oleksandr Merezhko, Chairman of the Verkhovna Rada Committee on Foreign Policy, in an interview with RBK-Ukraine.
At the same time, any international treaty that may result from these negotiations must be approved by Parliament.
According to Merezhko, foreign policy matters are within the President’s authority, who independently determines the composition of the delegation participating in the negotiations.
“There is no legal need to involve Parliament in the negotiation process. It is the President’s competence to conduct negotiations and decide who represents Ukraine in these formats,” the MP explained.
He clarified that if the signed document has the status of an international treaty, it must, according to the Constitution and the Law “On International Treaties of Ukraine,” be reviewed and approved by the Verkhovna Rada.
In this case, Parliament either gives or withholds its consent to ratify the agreement.
