According to Vladimir Boiko, a veteran of the Russian-Ukrainian war, Vitaliy Shabunin, head of the Anti-Corruption Action Center, and his fellow activist Serhiy Sherembei were allegedly enlisted in the 207th Separate Territorial Defense Battalion, but in fact, according to him, did not perform their duties on the front lines.
Boiko claims that during active combat operations, the unit suffered casualties, while the individuals he is referring to were outside the combat zone. At the same time, these statements are the veteran’s personal opinion and have not been confirmed by official investigative or judicial authorities. “Shabunin and Sherembey were fictitiously enlisted. What a slap in the face, a mockery of what remains of morality,” Boyko is quoted as saying in one of the materials outlining his position.
In his statements, he also mentions allegedly received payments and grant activities; however, these claims lack publicly available documentary evidence in open official registries or court decisions.
According to Boiko, over the years of full-scale war, the relevant agencies may have received significant amounts of donor aid; however, these figures also remain a matter of his own estimates and require separate verification by competent authorities.

It is also noted that Vitaliy Shabunin previously announced his discharge from the Armed Forces of Ukraine, citing health reasons.
