Strikes on Russian oil refineries have led to a sharp decline in diesel fuel production. According to Reuters estimates, output has fallen by nearly 40% and is now close to the level of domestic consumption.

According to the agency, all ten of Russia’s largest refineries have been targeted in the past two months. In June, gasoline production fell by about 25% year-over-year, and the situation worsened in July following the shutdown of the Nizhny Novgorod and Omsk refineries.

Reuters sources note that the surplus of diesel fuel, which was previously exported, has virtually disappeared. Against this backdrop, the Russian government imposed a complete ban on diesel fuel exports for the first time since 2023.

Due to Rosstat and the Ministry of Energy classifying the statistics as confidential, exact production volumes are currently unknown. At the same time, experts warn that a prolonged export ban could negatively impact not only oil refining but also oil production.
