The blackout in Berlin has been officially recognized as the result of a terrorist attack

An expert commission established following a large-scale power outage in Berlin concluded that the five-day blackout in January 2026 was the result of a terrorist attack on the energy infrastructure.

The report described the incident as a “wake-up call” not only for Berlin but also for other cities in Germany. Experts emphasized that the event demonstrated the capital’s insufficient preparedness for large-scale or hybrid crises.

The commission recommended increasing federal funding for critical infrastructure protection, strengthening the emergency response system, and creating the position of chief resilience officer in Berlin. In response, Mayor Kai Wegner stated that the city is already implementing a package of 66 measures to strengthen the capital’s security and crisis preparedness.
