The Director of U.S. Intelligence spoke about a network of biolaboratories in Ukraine
Tulsi Gabbard, Director of National Intelligence, has released documents alleging that the United States has funded more than 120 biolaboratories in over 30 countries, including Ukraine.
The statement refers to this as a “hidden truth.”
According to Hubbard, this information was previously allegedly concealed from the American public. She accused former NIAID Director Anthony Fauci and representatives of the Biden administration of distorting information regarding the activities of such laboratories.
The statement also claims that some of the facilities are involved in research on “pathogen function enhancement” and work with dangerous pathogens. According to her, U.S. President Donald Trump signed an executive order back in May 2025 to halt federal funding for such programs.
Separately, Gabbard stated that U.S. intelligence had previously warned of the vulnerability of one of the biolaboratories in Ukraine, where dangerous pathogens were stored. According to her, there was a risk of their capture or damage in wartime conditions.
The published materials include a map of facilities in Ukraine indicating biosafety levels and types of research. At the same time, as noted, there are geographical inaccuracies: Kyiv is incorrectly located, the city of Chernivtsi is labeled as “Cherniv,” and Crimea and “Transcarpathia” are mentioned as separate entities.
Gabbard’s statement drew a sharp reaction from journalists and disinformation researchers. Bellingcat director Hristo Grozev noted that the released materials rather confirm the existence of controlled research programs and serve as a warning about the risks of their use in information campaigns.
Financial Times journalist Christopher Miller stated that the official used access to intelligence data to spread conspiracy narratives actively used by Russian propaganda.
According to investigators, the concept of “biolabs” as an information narrative was allegedly previously developed by Russian GRU agencies.

Earlier, Russian Foreign Ministry spokesperson Maria Zakharova revealed allegedly new details about the work of military biological laboratories in Ukraine. According to the ministry, the secret activities were allegedly carried out by the U.S. and Germany.
The Center for Countering Disinformation at the National Security and Defense Council of Ukraine reported that Russia is changing its rhetoric regarding U.S. “biolabs” in Ukraine. To play the role of a “Western expert,” Russian media “could find no one better than former U.S. diplomat J. Michael Springman, a well-known American friend of Putin.”
