Georgia's only oil refinery is cutting ties with Russian oil
Black Sea Petroleum, which operates Georgia’s only oil refinery, the Kulevi Oil Refinery, has announced that it will completely phase out Russian oil. Starting in August–September 2026, the company plans to process only non-Russian crude oil. The company explained that this move will open up access to more profitable international markets and will be part of its strategy to diversify its supply sources.
The decision was made amid the risk of falling under European Union sanctions. Previously, Brussels had considered imposing restrictions on the port of Kulevi due to suspicions of re-exporting Russian oil and circumventing sanctions. Following this, Georgian authorities promised to stop servicing sanctioned Russian tankers and to shut down opportunities for the re-export of Russian crude.
