The EU is preparing a response plan in the event of civilian deaths caused by Russian attacks, according to Politico
European Union countries will discuss a joint response to potential casualties resulting from Russian hybrid attacks. Foreign ministers of the member states plan to review a protocol for action in the event of the deaths of EU or NATO citizens.
According to two EU diplomats, the foreign ministers of member states will attempt, on the sidelines of the UN General Assembly in New York, to define a coordinated response in the event of civilian casualties resulting from a Russian hybrid attack.
European experts warn that the risk of such a scenario is growing given the scale of Russian operations. “Given the scale and nature of Russia’s actions, casualties are inevitable sooner or later. The fact that there haven’t been any yet is a pure coincidence,” said one diplomat.
According to a Politico source, warnings about Russian hybrid attacks have already spurred diplomatic efforts within the European Union.
This week, representatives from European countries are set to meet in a secure facility at the Council of the European Union. One of the topics of the meeting will be the threat of Russia’s hybrid operations and the possible response of European nations to their consequences.
