Japanese Trade Minister Ryosei Akazawa stated that the country’s current ban on the export of aviation fuel to Russia is absolute and applies to any supply arrangements, including transit through third countries or the transshipment of fuel on the high seas. Reuters reported this, citing a statement by the official on Tuesday, July 7.
Tokyo’s official comment came after the publication of an investigation detailing Russia’s intentions to purchase a shipment of Japanese-origin aviation fuel through a network of trading intermediaries. Moscow’s attempts to find new sources of supply have intensified amid an acute domestic fuel crisis caused by a series of successful Ukrainian strikes on Russian oil refining infrastructure.
The agency head emphasized that Japan is acting in close coordination with the G7 countries and other international partners. Aviation fuel is included in the list of critical goods, the direct or indirect supply of which to Russia is strictly prohibited under the sanctions package.
Japan’s Ministry of Economy, Trade and Industry is currently taking additional measures to prevent circumvention of the restrictions. In particular, the ministry is conducting outreach to representatives of the energy sector, issuing official warnings to traders, and strengthening the exchange of intelligence with domestic and foreign regulatory authorities.
