Spain is launching a €9 billion social climate plan

On Monday, the Spanish government unveiled a draft Social Climate Plan that includes approximately €9 billion in government subsidies. The program aims to support the public in the areas of mobility and housing, as well as to mitigate the social impacts of climate reforms and the transition to a greener economy.

This was reported by Euronews.

The plan, which the Spanish government intends to send to Brussels by the end of the year, is based on ensuring access to “decent and efficient” housing and the development of “sustainable and affordable” mobility.

Spanish Prime Minister Pedro Sánchez emphasized the need to continue acting in the context of a climate emergency while ensuring a just green transition, stating that “the energy revolution cannot benefit only those who can afford to change their car, install solar panels on their roof, or renovate their home without government assistance.”

The plan allocates nearly €4.7 billion for housing policy measures so that vulnerable households can join the transition, and a “culture of housing renovation and modernization” can spread to all regions, allowing for “improved quality of life” while reducing utility bills and pollutant emissions.

The remaining 4.3 billion euros will be directed toward decarbonizing the transportation sector and mobility, particularly in rural areas, through subsidies for fleet renewal and measures aimed at transitioning to “virtually free” public transportation, as part of initiatives the government has been promoting in recent years.

“The green transition will only be successful if it is fair,” Sánchez emphasized during the plan’s presentation.

He advocated for the plan to cover all citizens and all regions of the country.

“So that people don’t have to choose between making it to the end of the month or the end of the century,” Sánchez added, expressing concern that the environmental agenda could be slowed down by the denial of climate threats and rhetoric that “causes great harm.”
