In the town of Bodaybo in the Irkutsk Region, Mayor Alexei Botvin was fined approximately $125 for mishandling a utility failure that left residents without heat for nearly a month.

This was reported by “People of Baikal.”

The prosecutor’s office determined that city authorities failed to provide adequate assistance to residents: specifically, they did not organize water deliveries and did not oversee the work of emergency services.

The accident occurred in late January—the main water pipeline froze, causing four boiler rooms to shut down. A total of 196 buildings, home to over 1,500 people, as well as two schools, were left without water and heat. The air temperature dropped below -40°C.

After the accident, volunteers delivered water and heaters to residents. The authorities declared a local state of emergency.

Repairs lasted until spring, but after they were completed, dark water with the smell of petroleum products began flowing from the taps. In March, the city again experienced disruptions due to new accidents on heating networks and at boiler rooms.

In the Belgorod region of Russia, mobile internet was completely shut down.
