Modi says developing countries are unfairly held responsible for emissions — Deutsche Welle
Indian Prime Minister Narendra Modi said at an international conference on environmental and climate governance in New Delhi that developing countries are unfairly being held responsible for carbon emissions. According to him, per capita carbon emissions in India are less than half the global average.
Modi’s statement at the conference
Speaking at the opening of the two-day conference “The Future of the Environment and Climate Dynamics” at the Vigyan Bhawan complex, Modi said that responsibility for carbon emissions is often wrongly placed on developing states. He also said that per capita carbon emissions in developed countries are six times higher than in India.
The Indian prime minister noted that the country had consistently raised this issue at international platforms, including at the 2015 Paris climate summit. Modi also said that India is the only G20 country to have fulfilled its commitments under the Paris climate agreement ahead of schedule.

Modi’s speech was reported by Deutsche Welle English. The conference was organized by India’s National Green Tribunal. According to the prime minister’s office, it is attended by judges and environmental officials from 17 countries, as well as judges of India’s Supreme Court and High Courts, senior officials, and representatives of state environmental bodies.
The statement came several weeks after devastating floods in India’s neighboring Nepal, where more than 1,400 people died. Nepal accounts for about 0.1% of global greenhouse gas emissions; the World Bank describes the country as a negligible contributor to global climate change.
