NATO will help reform the Defense Procurement Agency
For the first time, NATO has agreed to provide Ukraine with comprehensive financial and expert support to reform the Defense Procurement Agency of the State Logistics Operator.
This was reported by the Ministry of Defense.
The support will be implemented through the UK Office of the Special Adviser on Defence and will focus on strengthening the agency’s capabilities.
This is a joint project between the agency and the UK Office of the Special Adviser on Defense, funded by NATO.
“We are expanding our partnership with NATO. The Alliance supports the strengthening of the defense procurement system—the development of the Defense Procurement Agency and digital solutions. This is a systemic update of approaches—through innovation, accountability, and coordinated processes,” emphasized Ukrainian Defense Minister Mykhailo Fedorov.
NATO will support the development and scaling of the DOT-Chain system for the innovative technologies sector and pilot reforms to be implemented this year.
A separate focus is on strengthening cybersecurity: protecting data, IT infrastructure, and digital services, which are critical to the functioning of defense procurement in wartime.
Support will also be provided in the area of institutional capacity, specifically aligning the agency’s values and culture, strengthening the values-based recruitment process, raising public awareness about state procurement, and synchronizing the agency’s IT infrastructure following the merger.
At the same time, support is planned for the Agency’s Supervisory Board in conducting a functional audit that will cover all key processes—from procurement planning and contract signing to performance management and internal control systems.
“This is the first time NATO has provided this level of support for the Agency’s reform. And it is not just funding, but a comprehensive approach to transforming the system—through innovation, accountability, and process alignment,” noted Taras Chmut, a member of the Agency’s Supervisory Board.
The audit will be conducted with the participation of NATO’s IBAN, which will allow for the integration of best international practices in the areas of integrity, accountability, and transparency in defense procurement.
