The UN has confirmed that more than 15,000 civilians have been killed in Ukraine as a result of the Russian war

According to official UN data, 15,364 civilians, including 775 children, have been killed since the start of Russia’s full-scale invasion of Ukraine. 

Deputy Secretary-General Rosemary DiCarlo made this statement at a Security Council meeting on March 23, according to Ukrinform

She noted that another 42,144 people were injured, though the actual number of victims of Russia’s aggression is significantly higher. In February of this year alone, civilian deaths rose by 45% compared to the same period last year.

The Deputy Secretary-General’s report highlighted the catastrophic state of Ukraine’s energy system following Russia’s massive winter attacks. Currently, 60% of gas production capacity has been destroyed and all of the country’s thermal power plants have been damaged, causing constant disruptions to water supply and heating. Against the backdrop of this destruction, the total losses from the war are already estimated at hundreds of billions of dollars, and Ukraine will need approximately $588 billion for reconstruction over the next decade.

The humanitarian situation remains critical: over 6.7 million Ukrainians are abroad as refugees, and another 3.7 million are internally displaced persons. Rosemary DiCarlo called for the inevitable prosecution of those responsible for the crimes committed, emphasizing that the duration of Russia’s war only increases the death toll. While the Security Council session is underway, the threat of new shelling persists in Ukraine itself, as President Zelenskyy had previously warned based on intelligence data.

Earlier, the UN Human Rights Monitoring Mission in Ukraine released a report for February 2026, according to which at least 188 civilians were killed and 757 were injured as a result of the armed aggression.
