US House of Representatives advances bill on sanctions against Russia and Iran
In the United States, the House of Representatives backed a procedural measure that makes it possible to bring a bill on sanctions against Russia — the aggressor state — and Iran to a final vote. The document could grant President Donald Trump the authority to impose 100-percent tariffs on India and other countries for purchasing Russian oil and gas.
Procedural vote
The resolution to advance the bill, as well as a number of other legislative initiatives, was approved by 214 votes to 211 on the evening of September 15. Two Democratic lawmakers voted together with Republicans, which came as a surprise to the Democratic Party leadership.

The bill cleared a procedural hurdle in the House of Representatives, but this decision does not mean its final approval. A final vote on the document is expected on September 16.
What the document provides for
The initiative is called the “Lindsey O. Graham Russia and Iran Sanctions Act of 2026.” It also provides for the extension of existing sanctions against Iran. According to The Hindu International, the United States believes that trade in Russian oil finances Russia’s war against Ukraine.
