Russia plans to introduce mandatory registration for electric scooters
Russia is preparing to introduce mandatory registration of electric scooters in a single electronic registry.

According to sources, owners will be required to pay a state fee and obtain special license plates for their devices.
Rosstandart has already approved the format for these license plates—they will consist of three letters, two digits, and a region code.
The license plates are planned to be installed both on the front and rear of electric scooters.
Currently, rental scooters already have license plates, while private ones do not.
It is estimated that there are about 500,000 shared scooters and over 1.2 million privately owned ones in the country.
The idea of mandatory registration has been in development since 2023, and the relevant legislative changes are still being finalized.
Additionally, a large-scale mobile network outage has been reported in the Belgorod region. On March 18, authorities resorted to a complete shutdown of mobile internet for the first time.
Earlier, the authorities in St. Petersburg officially announced the introduction of restrictions on mobile internet service, citing security measures as the reason.
