Russia has offered India access to the Tomtor rare-earth metals deposit in Yakutia. Reuters reported this, citing sources familiar with the negotiations.

According to the agency, the Indian state-owned mining company IREL is conducting confidential negotiations regarding the supply of raw material samples for analysis.

The Tomtor deposit is considered one of the world’s largest undeveloped sources of rare earth elements. Last year, control of the project passed to Rosneft. It is planned that the extracted raw materials will undergo primary processing in Russia, after which they will be sent to India for analysis of their composition and assessment of the prospects for further cooperation.

India, which has some of the world’s largest reserves of rare-earth metals, currently has no domestic magnet production. In November, the country’s government approved a $771 million program aimed at developing domestic production of rare-earth magnets, Reuters reports.

It should be noted that the Indian Ship Safety Certification Authority has significantly tightened its approach to maritime transport involved in circumventing international trade restrictions.

France plans to significantly increase penalties for ship owners and operators who use false flags or ignore orders to stop.

Europe plans to discuss operational decisions regarding the implementation of the 20th package of sanctions against Russia to increase pressure on Moscow.
