At a forum in Baku, Shmyhal shared Ukraine’s experience in countering energy terrorism

First Deputy Prime Minister and Minister of Energy of Ukraine Denys Shmyhal spoke at the international Baku Energy Forum in Azerbaijan, where he presented Ukraine’s unique experience in protecting and restoring critical infrastructure amid a full-scale war. 

The official announced this on his official Telegram channel.

During his speech, the Ukrainian official expressed deep gratitude to Azerbaijan for its significant contribution to strengthening Ukraine’s energy resilience during sustained Russian attacks. He emphasized that during the most difficult periods of last winter, Azerbaijani partners promptly provided the Ukrainian side with generators, powerful transformers, cable products, and other critically important equipment. In total, since the start of Russia’s full-scale invasion, Baku has officially sent 11 packages of specialized energy support to assist Kyiv.

In presenting Ukraine’s achievements, Denys Shmyhal focused in detail on effective practical solutions that helped prevent the power grid from complete collapse. Among the key security elements, he cited the construction of multi-level protective structures around energy facilities, decentralization and the strategic distribution of energy resources across regions, as well as the development of algorithms to carry out emergency repair work as quickly as possible.

The official cited the urgent need for global diversification of energy sources and the logistics routes for their transportation as an important lesson from this war. According to the minister, Ukraine and Azerbaijan are capable of playing a significant role for all of Europe in this area, particularly by jointly expanding European consumers’ access to oil and natural gas of non-Russian origin. These aspirations align with earlier statements by Azerbaijani President Ilham Aliyev, who confirmed his country’s readiness to further increase natural gas production by 10 billion cubic meters to boost exports to European Union member states.

The coming winter could be decisive for Ukraine’s energy sector, as Russia will attempt to cut the country off from nuclear power generation. This was stated by Energy Minister Denys Shmyhal during the conference

The state-owned company Centrenergo’s coal demand during the heating season could range from 250,000 to 400,000 tons per month if thermal power plants operate at full capacity.
