US warns Australia over social media algorithm reform — Channel NewsAsia

The United States has expressed serious concern over proposed rules for social media algorithms in Australia, saying such measures could facilitate censorship. Channel NewsAsia reports, citing a statement from the US Embassy in Canberra.

What the bill provides for

The draft legislation proposed this month by Australia’s Labor Party-led government would require platforms to inform users and offer an algorithmic recommendation feed by default. At the same time, users would be able to opt out and see only posts from accounts they follow.

In a submission to Australia’s public consultation, the US Embassy said it was concerned about possible requirements that could establish strict universal rules for platform design. Such potential requirements mentioned in the statement include mandating the use of chronological feeds or recommendation systems requiring separate user consent.

Washington’s position

The US side noted that algorithm requirements could affect what users see, say and hear not only in Australia but also beyond its borders. The United States also called for clearly defining exactly how the concepts of harm and risk would be determined, who would make such decisions and according to what standards.

In Washington’s view, vague definitions could prompt platforms to over-moderate legally protected speech in order to avoid regulatory sanctions. If Australia requires aggressive filtering of algorithmic content that limits the reach of speakers or media outlets, the US government may view such a measure as facilitating censorship.

The Australian government is collecting feedback from digital platforms, industry organizations, civil society groups and activists on the draft digital duty of care bill. The document is expected to be introduced in parliament this year.
