Turkey has increased the fee for residence permits for Russians by 15 times

Turkish authorities have significantly increased the cost of obtaining a residence permit for Russian citizens—by nearly 15 times. According to lawyers, an annual tourist residence permit will now cost at least $620.

This is reported by Russian media.

The fee consists of a card processing fee and the cost of the permit itself. According to lawyers, the fee for a two-year residence permit has risen to 57,899 lira ($1,284) instead of 6,500 lira ($144), and for an annual permit—over 28,000 lira ($620) instead of 2,000 lira ($44). The support service of Turkey’s Migration Department did not comment on the increase, noting that the cost depends on the type of permit, citizenship, age, and a number of other criteria.

In 2025, the number of Russians with residence permits in Turkey decreased by nearly 11%, while compared to the peak in 2022, it halved. As of November 13, 2025, there were 72,600 Russian citizens with residence permits in the country, compared to 154,000 at the end of 2022. The decline is attributed to the tightening of procedures for obtaining residence permits and opening bank accounts, which Turkey implemented in early 2023.

Meanwhile, Turkey has announced large-scale tax incentives for foreigners and new tax residents moving to the country.
