Ukraine may receive the first tranche in the near future. Funds from the European Union’s €90 billion loan program could begin arriving as early as May.
Latvian Deputy Foreign Minister Artems Uršulskis said he expects funding to begin soon.
"We hope that the EU will be able to start disbursing funds to Ukraine as early as May," he said.
Meanwhile, EU High Representative for Foreign Affairs and Security Policy Kaia Kallas said ahead of the EU Foreign Affairs Council meeting that she expects positive decisions regarding the EU’s €90 billion loan to Ukraine on Wednesday, April 22.
"We will discuss the war in Ukraine and expect some positive decisions tomorrow regarding the €90 billion loan. Ukraine truly needs this loan. And this will also be a signal that Russia will not be able to hold out longer than Ukraine; this is very important right now," she said.
Kallas also expressed hope that a decision on new sanctions against Russia, which has been stalled due to Hungary’s position, will soon be unblocked.
Loan for Ukraine
At the end of 2025, EU leaders agreed to provide Ukraine with a €90 billion loan.
However, Hungary blocked the process of launching it. After Russia damaged the Druzhba oil pipeline, Budapest began blocking the funding.
Then-Prime Minister Viktor Orbán stated that he would not support the loan until Ukraine restored operations on this oil supply route.
