Ghana plans to operate Accra–Kumasi expressway as commercial asset — MyJoyOnline
In Ghana, the future high-speed expressway between Accra and Kumasi is planned to be operated as a commercial asset in order to recover taxpayers’ funds invested in the project. This was stated by Francis Alidza, CEO of Accra-Kumasi Expressway Limited, MyJoyOnline reports.
A special-purpose company for the project
According to Alidza, the government established Accra-Kumasi Expressway Limited as a special-purpose company. It will be responsible for the development, design, construction and maintenance of the expressway.
The company’s head explained that this format is intended to provide the project with an appropriate legal and commercial structure. The expressway will not be treated as an ordinary state road asset: it is planned to be managed as a business during the concession period in order to fully recover taxpayers’ investment. After construction is completed, the company will also oversee the road’s maintenance.

Preparations for construction
Alidza said that the Ghana Armed Forces had completed clearing and demarcating the right-of-way for the planned expressway. The next key stage will be the procurement process, which has already begun. The design work, he said, has been completed.
Construction companies from various countries with the required technical capabilities will be invited to express interest in the project. Qualified applicants will then be shortlisted and invited to participate in the tender.
Construction work is expected to begin in January 2027. At the same time, the government intends to hold a groundbreaking ceremony before Christmas. The project will also include additional facilities necessary for normal traffic on the expressway.
