In Ghana, NPP claims confusion over Arabic and Chinese language policy

In Ghana, the New Patriotic Party (NPP) said that the government has created “confusion at the executive and administrative levels” over the introduction of a policy on Arabic and Chinese languages in basic education schools. The NPP Education Committee spokesperson and former Deputy Director-General of the Ghana Education Service, Dr. Keabena Bempa Tandoh, said there was a lack of coordination between the presidential administration, the Ministry of Education, the Ghana Education Service and the National Council for Curriculum and Assessment.

Training of Chinese language teachers

As MyJoyOnline reports, Tandoh referred to reports about teacher training under the Chinese language programme. In his view, this may indicate that preparations to implement the programme have already begun.

He mentioned a Daily Graphic publication dated September 13. According to the outlet, the National Council for Curriculum and Assessment held a nationwide training workshop for basic education school teachers to provide them with the knowledge and skills needed to implement the new Chinese language programme.

Claims of a lack of coordination

According to Tandoh, such steps contradict the position he attributes to President John Mahama — that no such policy exists. The NPP representative also questioned why state institutions are spending resources on training teachers and curriculum specialists if the policy, according to him, has not been formally approved.

Tandoh said that conflicting directives could undermine confidence in the education sector and affect education administrators, teachers, parents and students. The NPP believes that the dispute concerns not only Arabic and Chinese languages, but also issues of executive management, administrative discipline and institutional integrity in education.
