China opens a "dual carbon" services center
A "dual carbon" services center was officially opened on August 28 in the Chinese city of Suqian. The establishment of the center was authorized by the Suqian Municipal Development and Reform Commission, and State Grid Suqian Power Supply Company became its operator.
As ECNS reports, at the end of 2025 Suqian was selected as a national pilot city for implementing the mechanism for realizing the value of ecological products. The city became the first and only such pilot site in Jiangsu Province.
Carbon assets and ecological resources
The center will develop approaches related to emissions reductions and green growth, the use of carbon resources, and benefits from carbon projects for the population. Its areas of work include using local carbon sequestration resources, including wetlands and forests, as well as developing channels for market trading in carbon sinks.

The center operates under one roof with Suqian's green electricity and green certificates service station. A specialized team led by the development department of State Grid Suqian Power Supply Company will provide enterprises, industrial parks, public institutions, and carbon sink operators with comprehensive services for carbon asset development, energy conservation, emissions reductions, and attracting carbon financing.
Cooperation agreements
On the opening day, State Grid Suqian Power Supply Company signed two agreements. The first provides for interregional cooperation with the State Grid Suzhou Power Supply Company's Carbon Neutrality Integrated Services Center. The second concerns the development of a carbon incentive methodology for commercial electric vehicles based on Beidou Carbon-mark terminals; it was concluded with the Beidou Application Development Research Institute, affiliated with China North Industries Group Corporation Limited.
According to ECNS, the center will also promote the application in Jiangsu of electricity carbon-intensity indicators differentiated by time and zones, and support the creation of factories and industrial parks with a net-zero carbon balance.
