In South Africa, commission releases materials on allegations against Oupa Sindane — Daily Maverick

In Pretoria, South Africa, the Madlanga Commission released materials that, according to the head of evidence presentation, Matthew Chaskalson, concern alleged extortion, access to police information and the transfer of sensitive data to taxi owner Oupa Jossai Sindane. Sindane himself did not appear at the hearing, although his application for a postponement had previously been dismissed.

As Daily Maverick reports, the Gauteng High Court that day dismissed Sindane's second urgent application to review the commission's decision. The court also ordered punitive legal costs.

Extortion allegations

Due to Sindane's absence, the commission placed into the public record materials concerning him and Joe Sibanyoni, known as Ferrari. Sindane, Sibanyoni and two other people are implicated in an extortion and money-laundering case at the Kwaggafontein Magistrate's Court in Mpumalanga province.

Tengane Mining director Tengane Ntuli said that in July 2022, Sibanyoni demanded 100,000 rand in cash from him. According to Ntuli, Sibanyoni and Sindane later demanded 40% of the revenue from the contract and, after his objections, 100,000 rand per month for a transport company linked to Sibanyoni. Ntuli described these payments as protection money.

According to financial records submitted to the commission, approximately 2.29 million rand was paid into the relevant account. Chaskalson said WhatsApp correspondence retrieved from Sindane's phone may corroborate Ntuli's account: the messages referred to missed payments and the possible suspension of work. After the contract on a section of Moloto Road was awarded to Edwin Construction, Ntuli claimed that the monthly amount demanded was increased to 120,000 rand.

Police document

Separately, Chaskalson reported on correspondence concerning Vusimuzi Matlala, known as Cat, who faces charges including attempted murder, conspiracy to commit murder and money laundering. According to him, Sindane received names, identity document numbers and intelligence information about Matlala's alleged associates in Atteridgeville and Pretoria West.

Chaskalson also said that Sindane's close associate Timothy Moyana forwarded him an internal statement by Ekurhuleni Metropolitan Police Department officer Chris Steyn. The document concerned an investigation into the installation of flashing beacons on vehicles linked to Cat Security. According to the commission, Steyn signed the statement on September 25, 2025, and Sindane received it two days later. Chaskalson questioned how an internal law-enforcement document reached Sindane so quickly.
