Poland plans to allow e-scooter rentals to end only in designated zones — RMF24

Poland’s Ministry of Infrastructure plans to allow electric scooter rentals to be ended only in specially designated zones. This was reported by RMF24, citing Deputy Minister of Infrastructure Stanisław Bukowiec. According to him, rented scooters are often left on pavements, creating a danger for pedestrians.

Speed control and possible confiscation

The ministry also plans to tighten requirements for electric scooters imported into Poland. Bukowiec said that vehicles that do not meet the necessary requirements may be detained and confiscated. Financial and legal sanctions may also threaten sellers or distributors of equipment that does not comply with the standards.

The legislative changes are intended to provide the police and municipal guard with so-called test stands. Using them, law enforcement officers will be able to check an electric scooter’s maximum speed, detect the removal of a speed limiter and other changes to the device’s parameters. According to the deputy minister, financial and legal sanctions, including the confiscation of the scooter, may be applied for such violations.

Changes for cyclists

Separate proposals concern rules for young cyclists. Currently, a child under the age of 10 who rides under adult supervision is legally considered a pedestrian and may travel only on a pedestrian path. The ministry proposes allowing children to ride on bicycle paths under adult supervision before obtaining a bicycle card.

The age for obtaining a bicycle card is proposed to be changed from the current 10–18 years to 9–14 years, with the document itself made available in the mObywatel app. In certain cases, pupils may also be allowed to travel by bicycle to school on pedestrian paths under the supervision of a person at least 16 years old. The ministry also proposes allowing parents transporting a child, for example in a bicycle seat, to use pedestrian paths if there is no bicycle path or such a pedestrian path.

According to Bukowiec, the draft changes are currently being sent for interministerial and public consultations. He expressed hope that the legislative procedure would be completed in the autumn and that the new provisions would be adopted and enter into force by the end of the year.
