Russia plans to cut insurance payouts to businesses due to drone attacks

Amid an increase in drone attacks, Russian authorities plan to revise the rules governing insurance payouts for businesses that suffer losses due to UAV strikes.

According to Russian media reports, the Russian National Reinsurance Company, owned by the Central Bank of the Russian Federation, is preparing stricter insurance terms. In particular, the cancellation of compensation for business downtime caused by drone attacks or terrorist acts is being discussed. In such cases, insurance would cover only direct property damage.

Additionally, for businesses that are regularly targeted by drones, the scope of reinsurance coverage may be limited when renewing policies.

The publication’s source noted that the changes are likely to be adopted in the near future, and businesses will have to assume some of the risks themselves, as insurance against UAV attacks is becoming too expensive for insurers.

Financial expert Andriy Barkhota stated that the loss ratio for insurance against terrorist attacks and sabotage in the first quarter of 2026 increased by 2.5–3.5 times compared to the same period last year and already exceeds 100%.
