In Russia, wage arrears for construction workers have risen sharply amid the crisis

The construction sector in Russia is facing serious financial problems—companies are increasingly delaying payments to employees. The reasons cited include the crisis in the industry, a slowdown in construction, and delayed payments from clients.

According to Russian statistics, as of June 30, overdue wage arrears in the construction sector reached 1.46 billion rubles. This is 2.13 times more than during the same period last year.

Experts note that the main reason for the accumulation of debt is problems with payment for completed work. Due to delays on the part of clients, construction companies are facing a cash shortage, which is gradually spreading throughout the entire chain of contractors and ultimately affecting workers’ wages.

At the same time, companies cannot easily make up for the cash shortfall with loans, as high interest rates and strict terms for bank financing make it difficult to secure loans. As a result, some companies are forced to cut costs, lay off employees, or defer payments.

Market participants believe that the actual amount of debt may be significantly higher than the official figures, as the statistics do not account for some small businesses that often work on municipal contracts.

Wage-related issues are occurring against the backdrop of a general downturn in the Russian construction sector. In the first half of 2026, the volume of work in the industry declined, and the number of housing units commissioned decreased significantly compared to the previous year. One of the main reasons cited is the high key interest rate, which is driving up the cost of mortgages and loans for developers.

According to analysts’ estimates, due to financial difficulties, construction companies have accumulated hundreds of billions of rubles in overdue obligations to banks, suppliers, employees, and government agencies.
