On Sunday, June 14, 2026, Swiss citizens will vote in a nationwide referendum on a controversial proposal by the far-right Swiss People’s Party (SVP) to enshrine in law a strict cap on the country’s permanent population at 10 million people until 2050. Currently, approximately 9.1 million people live in the confederation.
The organizers of the vote justify their position by citing concerns over mass immigration, which, in their view, is overburdening the healthcare system, causing a housing shortage and rising housing costs, and placing critical pressure on public transportation and the environment.
The proposed constitutional reform includes a step-by-step plan for a strict response. If the warning threshold of 9.5 million people is reached (which, at current rates, could happen as early as around 2030), the government will be required to significantly reduce the granting of asylum and make the family reunification process more difficult for foreigners. If the population reaches the critical threshold of 10 million, the government will have to use all available tools, including terminating international agreements that encourage population growth.
The greatest threat posed by this initiative lies in Switzerland’s relations with the European Union. The passage of the bill would automatically jeopardize the 1999 Agreement on the Free Movement of Workers with the EU, which is the foundation of the country’s access to the single European market. Terminating this agreement under the “guillotine” principle would also nullify other bilateral economic and trade agreements, including participation in the Schengen and Dublin systems. It is worth noting that Switzerland’s population has shown rapid growth—from 7.2 million in the early 2000s to over 9 million in 2026, with about 27% of the Confederation’s current residents being foreign nationals. For the initiative to take effect, it must receive a “double majority”—that is, support from both a majority of voters nationwide and a majority of the country’s individual cantons.
