Ukraine has presented the EU with a €5.4 billion energy resilience plan

Ukraine has developed and presented in Brussels a comprehensive plan for regional energy resilience worth €5.4 billion, which includes the protection of critical infrastructure and the modernization of life-support systems. 

Deputy Prime Minister for Recovery Oleksiy Kuleba announced this on March 23, 2026, during an EU conference on resilience, according to the EP. The document covers four strategic areas: engineering protection of facilities, development of distributed generation, and ensuring uninterrupted water and heat supply amid prolonged Russian aggression.

According to the official, the plan aims to create a new decentralized and flexible system that will function for decades, not just for a single season. The estimated cost of protecting regional infrastructure alone exceeds €1.7 billion, while the total amount of necessary investments is €5.4 billion. Kuleba emphasized that the resilience architecture developed by Ukraine is relevant for all of Europe, and the practical experience and expertise gained could be useful for EU member states in strengthening collective security.
