Estonia may introduce mandatory military service for women

In Estonia, there is growing talk about the possibility of introducing mandatory military conscription for women, and this is no longer being presented as an abstract discussion but as a matter of time, driven gradually by demographic trends. Due to a sharp decline in the number of young men, the country risks failing to meet future defense plans, so the conscription system may undergo a radical change. This was stated by Anna Rannaveski, head of the Estonian Defense Resources Agency (KRA), according to ERR.

 

Rannaveski emphasized that currently, most conscripts in Estonia are young men, but this model worked under conditions of higher birth rates, which were characteristic of the country 15–20 years ago. Back then, up to 15,000 boys were born each year, and this was sufficient for a stable draft.

Today, the situation is different: according to the official, approximately 4,000–5,000 boys are born each year, and this is no longer enough to meet defense planning needs. She explicitly noted that by 2040, the shortage will become evident and systemic. “It is clear that we will definitely not be able to recruit 41,000 young men from this pool, as defense plans stipulate,” Rannaveski explained.

Women as a Potential Part of the Draft

Against the backdrop of these forecasts, the view is increasingly being voiced in Estonia that the country may transition to an expanded model of military service, where the duty to defend the state will be carried out not only by men but also by women.

Rannaveski stated outright that the question of women’s participation in conscripted service no longer seems theoretical. According to her, the discussion is shifting toward “when this will happen” rather than “whether it will happen at all.” “I hope this question falls more into the category of ‘when’ rather than ‘if,’” she said.

Why this topic has become relevant

The Estonian defense system emphasizes that long-term planning is impossible without taking demographic changes into account, as these changes determine the actual human resources of the army. Against this backdrop, the discussion of women’s participation in conscription is moving beyond theoretical debates and gradually becoming a political and social issue. Rannaväski also emphasized that, in her view, the country’s independence is a shared responsibility of all citizens, regardless of gender, and it is this approach that could shape the future model of service. 

So far, there are no official decisions on introducing mandatory conscription for women, but government officials acknowledge that the system needs to be updated now. And if trends do not change, Estonia may become one of the countries where military service gradually becomes a shared duty for all citizens.
