Estonia’s efficiency and economic growth council to conclude work — ERR News

In Estonia, the Efficiency and Economic Growth Council convened by the government will conclude its work on October 31. It is preparing a final report on the implementation of the proposed initiatives, ERR News reports.

About 750 proposals

The council’s chair, Viljar Arakas, said its work had from the outset been planned to end six months before the Riigikogu elections — Estonia’s parliament. According to him, during an active election campaign, political attention will shift to other issues.

Arakas noted that the council had processed approximately 750 submitted proposals and had no new initiatives to submit. The next question is how the public sector, led by the State Chancellery, will be able to process them. Council members are ready, if necessary, to explain the proposals to parliamentary committees and factions.

Draft laws in parliament

According to Arakas, several draft laws based on the council’s proposals are already under consideration by the Riigikogu. He expects work on them to continue until the end of February next year.

Among the results, he named the first stage of simplifying planning procedures, which has already been adopted by parliament, as well as the next draft law on the matter, which is still under consideration. Other initiatives concern employment relations within the Aliens Act and cooperation between the Tax and Customs Board and Statistics Estonia. Arakas estimates that the latter initiative could save the private sector about 5 million working hours per year.

The council began its work in spring 2025. It collected proposals to simplify business conditions in Estonia and reduce bureaucracy, and also monitors their implementation. Arakas suggested that under the next government, the work of such a body could be continued with a renewed composition.
