Western embassies are preparing plans to leave Kyiv

Western embassies are preparing plans to leave Kyiv

Western embassies in Kyiv are preparing contingency plans in case of a new escalation and targeted Russian strikes on diplomatic missions. According to The Guardian, possible options include temporarily relocating operations to Lviv or eastern Poland, but for now, diplomats remain in the capital.

Western diplomatic missions in Kyiv are preparing for a possible deterioration of the situation. This is due to new Russian attacks on the capital and fears that Russia may begin deliberately targeting foreign missions. According to the publication, diplomats are considering several options in case of a sharp escalation. One of them is to temporarily relocate embassy operations to Lviv. Another scenario involves the departure of some diplomatic staff to border regions in eastern Poland.

At the same time, there is currently no talk of a mass exodus of diplomats from Kyiv. Representatives of Western countries publicly emphasize that their missions continue to operate in the capital. For Western countries, this also carries political significance. The departure of embassies from Kyiv could be interpreted by Russia as a sign that its attacks have forced international partners to leave the Ukrainian capital.

According to The Guardian, diplomats confirm in private conversations that contingency plans are indeed being prepared. These are specifically backup scenarios that could be implemented if the security situation becomes critical.

Diplomats cite possible strikes on foreign mission buildings as one of the main risks. If Russia begins to deliberately target embassies, diplomatic staff will have to change their work arrangements or temporarily leave Kyiv. “The situation is clearly deteriorating rapidly,” said one high-ranking diplomat quoted by The Guardian. Fears have intensified following a series of attacks on Kyiv. In recent weeks, Russian strikes have damaged civilian facilities, schools, medical institutions, and energy infrastructure. The Guardian also highlights strikes on major urban infrastructure, particularly the South Bridge.

New Russian drones have become a separate problem for the capital. According to the publication, Russia is using faster drones that are more difficult to intercept. Against this backdrop, Ukraine is also trying to increase its stockpile of interceptor drones and other air defense systems. Another cause for concern is the possibility of new strikes on Ukraine’s energy grid as winter approaches. Western diplomats are factoring this scenario into their plans for the coming months.

However, the situation differs from that of spring 2026, when Russia had already publicly called on foreign embassies to leave Kyiv due to threats of new strikes. At that time, EU representatives stated that they had no intention of leaving the Ukrainian capital. Western countries have not announced the evacuation of their diplomatic missions this time either. Preparing contingency plans simply means that embassies are mapping out their actions in advance in case the security situation deteriorates sharply.

The Guardian notes that it is important for diplomats to remain in Kyiv as long as the situation allows. At the same time, they must be prepared to quickly relocate their operations if attacks directly threaten diplomatic missions. Thus, Western embassies are not leaving Kyiv at this time, but are already preparing alternative routes and locations for their staff to work. The final decision on relocation may depend on the nature and scale of future Russian attacks, according to The Guardian.

As a reminder, the South Bridge in Kyiv remains closed, and metro service on the open section has been suspended.
