A vehicle belonging to Oleksandr Turenko, the mayor of Ukrainka—who was recently charged with land misappropriation and embezzlement of public funds— was allegedly used to transport illegally extracted sand from the city cemetery to the construction site of the upscale “Dynasty” cottage community in Kozin.

According to journalists, in the summer of 2022, the Ukrainka City Council signed a contract with a private contractor to improve the city cemetery.

 During the work, equipment belonging to Oleksandr Turenko was used. It was then that law enforcement opened a criminal investigation into the illegal extraction and removal of sand from that area.

As stated in the investigation, the equipment entry-exit log and video recordings seized by law enforcement indicate that a dump truck owned by Turenko was delivering sand to the construction site of the “Dynasty” cottage community.

According to journalists, this residential complex was built for the inner circle of Ukrainian President Volodymyr Zelenskyy.

The report also notes that the Turenko family has long-standing ties to the family of Andriy Yermak, the former head of the Office of the President. Specifically, in 2010, Yermak transferred ownership of one of his companies to Turenko’s wife, Larisa.

Journalists point out that Oleksandr Turenko was not punished in the case involving the illegal extraction of sand. At the same time, several weeks ago, he was notified that he was suspected of misappropriating land plots and embezzling budget funds.

According to investigators, the mayor may have organized a scheme to illegally register land plots as private property and subsequently legalize them through purchase and sale agreements.

Separately, law enforcement officials established that a scheme involving the substitution of coordinates was used to register high-value land plots along the banks of the Stugna River and in a forested area, allowing valuable land to be registered as less valuable. The investigation estimates the total losses to the state at over 75 million hryvnias.

The court imposed a bail of nearly 20 million hryvnias on Oleksandr Turenko, ordered him to surrender his passport, and restricted his contact with witnesses. The mayor himself and his defense team reject all charges and call the allegations unfounded.

According to investigators, the “Dynasty” cottage community is already the subject of criminal proceedings by NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO). Law enforcement officials believe that private residences for Andriy Yermak, Timur Mindich, and Oleksiy Chernyshov, as well as a shared spa area with a pool and sports complex, may have been built there.

On May 11, the National Anti-Corruption Bureau officially confirmed that it had served a notice of suspicion to Andriy Yermak, the former head of the Office of the President. He is charged under Part 3 of Article 209 of the Criminal Code of Ukraine—legalization (laundering) of property obtained by criminal means by an organized group or in particularly large amounts (punishable by 8 to 12 years in prison with confiscation).

Prior to this, footage appeared online showing NABU agents intercepting Yermak near the Kyiv Sports Palace and presumably serving him with the notice of suspicion.

Earlier, the National Anti-Corruption Bureau of Ukraine commented on reports of a possible indictment against Andriy Yermak, the former head of the Office of the President, emphasizing that such procedural decisions are not announced in advance and are based solely on the evidence gathered. The agency emphasized that any formal notice of suspicion can be served only after it has been duly substantiated by the investigation. At the same time, it noted that all investigative actions are conducted within the law and under court supervision.

The High Anti-Corruption Court imposed preventive measures on four more suspects in the case involving the laundering of 460 million hryvnias during the construction of the “Dynasty” cottage community.
