The NBU has determined the source of the 150 million hryvnia bail posted for former Minister Galushchenko
The National Bank of Ukraine conducted an investigation into the origin of the 150 million hryvnia bond provided by former Energy Minister Herman Galushchenko.
According to NBU Deputy Governor Dmytro Oliinyk, speaking at a meeting of the Verkhovna Rada’s Temporary Investigative Commission, the regulator analyzed financial transactions “down to the fourth level” at four banks and found no evidence of cash usage. According to his hypothesis, the money could have been “laundered” through 80–100 legal entities into the accounts of a shell company that had been inactive for two years, after which it was distributed among banks for transfer to the accounts of the High Anti-Corruption Court.
At the same time, the regulator has not yet found evidence of the existence of special technical “loopholes” in Sens Bank’s financial monitoring system designed to circumvent controls, as previously noted in NABU’s materials. National Bank specialists are continuing their investigation and audit of the financial institutions involved.

The Specialized Anti-Corruption Prosecutor’s Office has filed a motion with the court to freeze 150 million hryvnias deposited as bail for former Minister of Energy and Justice Herman Halushchenko. Investigators believe these funds are of criminal origin and were laundered through the bail payment, and are therefore requesting that they be transferred to the ARMA for management.
As a reminder, the National Bank of Ukraine (NBU) is investigating banks in connection with the bail for Galushchenko.
According to People’s Deputy Yaroslav Zheleznyak, during the hearing of the case against Sense Bank Chairman Oleksiy Stupak, prosecutors also disclosed a series of conversations which, according to the investigation, confirm the origin of these funds.
