Shevchuk, a member of the SAP competition commission, resigns: cites external influence
Oleksiy Shevchuk, an independent member of the Selection Committee responsible for organizing and conducting the competition for administrative positions at the Specialized Anti-Corruption Prosecutor’s Office, announced his resignation, effective September 7, 2026. He submitted a corresponding letter to the Prosecutor General.
In his statement, Shevchuk noted that, in his opinion, the work of the Selection Commission had been subject to significant external influence, and the competition itself had effectively been compromised.
“As an independent member of the Commission, I reported circumstances that, in my opinion, indicate interference by representatives of other law enforcement agencies in the Commission’s activities and the exertion of external influence on its decision-making process,” he noted.
According to Shevchuk, five of the six commission members failed to properly assess these circumstances and refused to respond to information about possible interference.
He also emphasized that possible interference in the Commission’s activities and the concealment of relevant facts, if confirmed, could constitute criminal offenses.
“The circumstances of possible interference in the commission’s activities, as well as the deliberate concealment of relevant facts, if confirmed, may constitute criminal offenses and require a proper legal assessment by the competent authorities,” Shevchuk stated.
Separately, the attorney reported being subjected to pressure due to his stance.
“Instances of pressure exerted on me as an independent member of the Commission in connection with my public stance on the need for an appropriate response to the aforementioned circumstances have been publicly documented,” the statement reads.
Shevchuk also stated that he does not consider it possible to continue working with the Commission in its current composition. Among the reasons, he cited the behavior of certain members during meetings.
According to him, this includes, in particular, “disrespect toward another Commission member, the use of profanity, and other actions that, in my opinion, are incompatible with the standards of an independent competition authority.”
At the same time, the attorney drew attention to the consequences of his resignation from the commission. Once his term ends, the commission will have five members remaining out of the six required.
“Based on the provisions of the regulations governing the Commission’s composition and powers, I believe that without one of the six required members, the Commission will not have the proper composition to continue exercising its powers,” Shevchuk noted.
In his view, continuing the competition under such conditions could jeopardize the legality of the decisions made.
Shevchuk called for suspending the Commission’s activities in its current composition and forming a new, fully staffed competition authority.
“The appropriate institutional solution to the current situation should be to suspend the Commission’s activities in its current composition, the formation of a new, full-fledged independent selection commission, and the conduct of the selection procedure from the beginning—ensuring the genuine independence of its members, the transparency of the procedure, and the prevention of any external influence,” he emphasized.
Oleksiy Shevchuk asks that his statement be considered both an official notification from the Prosecutor General regarding the circumstances outlined in the statement and a notice of his resignation as an independent member of the commission effective September 7.
