Why the Red Line of the Kyiv Metro Is Not Fully Operational During an Emergency: A Response from the Kyiv City State Administration

When a yellow-level air raid alert is in effect, the red line of the Kyiv Metro operates only between the “Akademmistechko” and “Arsenalska” stations. The reason is an open-air section where it is impossible to safely evacuate passengers from the train.

According to Petro Panteleev, deputy head of the Kyiv City State Administration, high-voltage power lines run alongside the tracks on the open section of the line. Therefore, if a train stops, it is impossible to evacuate passengers without risking their lives.

Furthermore, it is unknown how long the train might remain stationary. Under such conditions, passengers’ presence near the electrified tracks poses an additional danger.

“If a train stops on an open stretch, we won’t be able to evacuate people—everything near the train is under high voltage,” Panteleev explained.

Kyiv has begun stockpiling food and drinking water in preparation for prolonged power outages and other emergencies. The city aims to prepare reserves in advance that can be used at resilience centers and to assist people in the event of large-scale disruptions.

A new air threat alert system went into operation in Kyiv on September 6. Now, city residents will receive notifications not only about the fact that a threat exists, but also about its type—drone, missile, or a combination of both.
