A judge from the High Anti-Corruption Court cited a jurisdictional issue in the Olenych case
The verdict against former Kyiv City State Administration Deputy Head Petro Olenych may be overturned due to the case falling outside the jurisdiction of the High Anti-Corruption Court.

During the hearing on April 2, 2026, High Anti-Corruption Court Judge Oksana Oliinyk emphasized that the consideration of the case by this body constitutes an indisputable ground for the annulment of any future decision. Despite the prosecutor’s position, who insisted on continuing the proceedings in the High Anti-Corruption Court, the defense supported the idea of transferring the case materials to the Appeals Chamber for a final determination of jurisdiction.
The defendant’s attorney, Yevhen Solodko, provided evidence that the alleged crimes occurred before Olenych was appointed to his position. According to the case materials, the events date back to early 2017, while the application from the company “Ukrainian Mark” was submitted to the city council in May 2018—three months before the official took office. The defense argues that all design permits were approved by other individuals, including Oleksiy Polishchuk, even before Olenych joined the Kyiv City State Administration, rendering the charges of abuse of office baseless.
As a reminder, Petro Olenych served as Deputy Head of the Kyiv City State Administration for Digital Transformation from 2021 to 2025. In February 2025, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) charged him with transferring a plot of land in Nyvky Park for development. Currently, the defense insists on the client’s innocence, noting that the case may have political undertones and was directed not against the individual but against the office. The situation surrounding land plots in Kyiv remains high-profile, and the future of the proceedings will be decided by the appellate court.
